With reference to my Despatches No. 264 of 12th. August, 1912, and Confidential of 23rd. November, 1912, I have the honour to recommend that the privilege of occupying Government
quarters free of rent, subject to the condition sanctioned in your Confidential Despatch of the 16th. of October last, be extended to 12 Revenue Officers in the Sub-Department of the Superintendent of
Imports and Exports.

My reasons for making this recommendation are
(a). There are at present seven Revenue Officers of whom
one is always on leave.
Of the six available for duty 1 is engaged on duty at the Kowloon Godowns where a great deal of cargo is
handled;
1 has the duty of supervising licensed warehouses for the storage of liquor;
1 has the supervision of distilleries.
Of these it is very desirable that the first should reside in Kowloon and that the second should reside
in Victoria where the licensed warehouses under his supervision are situate. Communication between Kowloon and ongkong is not infrequently interrupted in the Typhoon season and in any case it is desir-
